EXTERNAL EVALUATION OF THE JEKHIPE PROJECT 

Deadline to apply: 15 January 2026 
Maximum budget: €8,000 (all costs included) 
Evaluation period: 1 February – 31 March 2026 

The European Roma Grassroots Organisations (ERGO) Network is seeking an experienced external evaluator to conduct an independent evaluation of the JEKHIPE project (2024–2026). 

JEKHIPE is an EU-funded project bringing together Roma-led civil society organisations, researchers, and policy actors across six countries to combat antigypsyism through research, policy advocacy, capacity-building, cultural initiatives, and transitional justice approaches. 

ABOUT THE EVALUATION 

The external evaluation will assess the relevance, effectiveness, efficiency, impact, and sustainability of the JEKHIPE project. It will examine the extent to which the project’s objectives and work packages have been achieved and assess the added value of a transitional justice approach to addressing antigypsyism at EU, national, and local levels. 

The evaluation process is expected to include: 

  • desk review 
  • semi-structured interviews 
  • focus group discussions 
  • a final evaluation workshop with the project consortium to validate findings and reflect on lessons learned and future directions 

TASKS OF THE EVALUATOR 

The evaluator will: 

  • Propose and implement an evaluation framework aligned with the project’s objectives, work packages, and intervention logic 
  • Assess the project’s impact on consortium partners, stakeholders, and target groups 
  • Analyse enabling factors and challenges affecting implementation and outcomes 
  • Provide clear, actionable recommendations to inform future projects and policy-oriented work in the field of transitional justice and the fight against antigypsyism 

CONSULTANT PROFILE 

The consultant should demonstrate: 

  • Proven experience in programme or project evaluation, ideally of EU-funded civil society projects 
  • Strong understanding of Roma issues, antigypsyism, transitional justice and EU Roma policy frameworks 
  • Experience with civil society, advocacy, and capacity-building projects 
  • Excellent research, analytical, and communication skills 
  • Ability to work independently and collaboratively with diverse stakeholders 
  • Fluency in English
