Project Market – “New solutions to old problems – exchange of new type of approaches in the field of Roma integration”

On 21-22 April 2021 the partners in the project “New solutions to old problems – exchange of new type of approaches in the field of Roma integration” gathered online for the “Project Market”, where they shared their best practices of Roma inclusion and empowerment projects and “bid” on each other’s projects to implement similar initiatives in their own communities.

The event showed the great wealth of experience of Roma civil society and the impact that bottom-up approaches to Roma inclusion, empowerment and fighting antigypsyism can have.

For the event, all partners had to identify up to 3 local good practices from their own or their partners’ work on Roma inclusion and empowerment. These good practices were presented in the ‘Project Market’ to other consortium partners so everyone could select someone else’s good practice that fits to their own community needs.

Projects that were ”won” at the ”auction” will need to be adapted to different contexts, planned in detail with the community and will then be kicked off. The ‘project owner’ who proposed this project will act as a coach during the entire period. The good practices will include for example supporting companies to recruit Roma employees, a mothers’ center, a volunteering program with elderly homes and a motivational re-training project for unemployed Roma. All partners are rooted in local Roma communities so they can easily reach out to and involve their target group.

The meetings also gathered guests from numerous International Organisations, embassies and and partner civil society organisations, among them the EEA and Norway Grants, EU Justice and Consumers, the Embassy of Norway, Tom Lantos Institute, ERSTE Foundation, Zentralrat Deutscher Sinti und Roma, Hildegard Lagrenne Stiftung.

Analysis of bottom-up approaches to Roma inclusion and funding programs

The European Roma Grassroots Organizations (ERGO) Network is contracting external consultants to prepare a study consisting of the following two parts:

  1. Study on importance of bottom-up approaches to Roma inclusion
  2. Analysis of current funding programs on Roma inclusion in Europe

ERGO Network brings together over 30 members from across Europe and supports organisations with a common perspective on Roma grassroots empowerment and equal citizenship to challenge stereotypes and combat stigmatization. We mobilize and connect organisations and individuals that share and express our values – active citizenship, shared responsibility, and passion – to strengthen and empower Roma civil society involvement in decision-making at local, national and European level and to address existing shortcomings of policies targeted at Roma.

Role of the consultant

Through the ”New solutions to old problems – exchange of new types of approaches in the field of Roma integration” project, funded by Iceland, Liechtenstein and Norway through the EEA and Norway Grants Fund for Regional Cooperation, ERGO Network is contracting an external expert to

  • Analyze programs supporting Roma inclusion that use bottom-up and community development schemes and
  • Analyze existing top-down funding programs for Roma inclusion, their benefits, and pitfalls. Specifically, the consultant is expected to prepare two reports of approximately up to 25 pages each, in English, with conclusions and concrete recommendations for improvement of funding programs.

First drafts should be delivered by 31 July 2021 and final reports by 31 August 2021. Both studies can be conducted by same consultant.

Profile of the consultant

  • A consultant can be an individual, institution or organization.
  •  Proven knowledge about Roma inclusion policies
  •  Experience working with Roma civil society.
  •  Excellent writing skills
  •  Proven research and analytical skills
  •  Ability to work independently.

Contract and budget

The independent consultant will be subcontracted by ERGO Network and has no rights vis-à-vis the EEA and Norway Grants for Regional Cooperation. He/She reports to ERGO Network. Each of the two reports will be renumerated with 2000 €, VAT and all costs and charges included.

Aims of the Study on importance of funding bottom-up approaches to Roma inclusion

  •  To analyse challenges and advantages of top-down and bottom-up funding programs and approaches used by different donors in Europe.
  •  To raise awareness among (Roma) civil society and donors on the importance of investing in local level initiatives that are participatory and led by Roma civil society.
  •  To provide recommendations to private donors, governments, and international institutions on the design of funding programmes targeting Roma inclusion and empowerment, to further promote the bottom-up approach and community participation.

Aims of the Analysis of funding programs on Roma inclusion

  •  To give an overview of current funding programs for Roma inclusion of institutional and private donors in Europe, and their type of approach (top-down or bottom-up)
  •  To raise awareness of private donors on the importance of investing in Roma inclusion and empowerment.
  •  To showcase examples of funding that could contribute to capacity building for a better use of funds.
  •  To identify barriers and success stories of bottom-up approaches in addressing the needs of Roma
  •  To provide recommendations to private donors, governments, and international institutions on the design of funding programmes targeting Roma inclusion and empowerment
  •  To provide Roma and pro-Roma civil society organizations with tips and information on the how to reach donors.

The applicants should submit:

  •  An updated CV
  •  Recent history of published research and links to the publications
  •  A proposal for the structure of the study/studies – possible content, research question and methodology

Project Market: New solutions to old Problems

Project Market – 21 and 22 April
In recent months, Roma and pro-Roma organizations in 10 countries have recommended good practices to each other. On 21 and 22 April, we will present 23 of these at an online project exchange. After this “project market”, every organisation will select and adapt at least one idea during the next year and a half, supporting each other on the way.

Transparency criteria now available in Bulgarian, Romanian, Lithuanian

ERGO Network’s transparency and accountability criteria give recommendations on how grassroots civil society organisations should be governed and managed in order to be reliable and accountable. Fulfilling the criteria will bring attention to an organisation’s quality work. The set of criteria focuses on governance, financial management and performance.

The criteria were developed in 2018 by ERGO Network members from the EU, Turkey and Western Balkans. Besides the criteria as such, the consortium developed a board game that helps civil society organisations to reflect on the criteria inside their own organisations and supports them in improving their internal policies and procedures.

After the success of this project, the criteria and the game were now translated into three additional languages – Lithuanian, Bulgarian and Romanian. They are available online and in print from our member organisations Roma Community Centre (Lithuania), Nevo Parudimos (Romania) and Integro Association (Bulgaria).

The translations have been produced in the framework of the project “New solutions to old problems – exchange of new type of approaches in the field of Roma integration” funded by Iceland, Liechtenstein and Norway through the EEA and Norway Grants Fund for Regional Cooperation. They are furthermore part of ERGO Network’s Annual Work Programme “Roma Included in Social Europe”, funded by the European Commission’s EaSI Programme.

NSOP Training on Presentation and Communication Skills

From 24-26 November 2020 the Regional Roma Education Youth Association (RROMA) held an online training on “Presentation and communication skills” in the framework of the project “New solutions to old problems – exchange of new approaches in the field of Roma integration” funded by Iceland, Liechtenstein and Norway through the EEA and the Norwegian Regional Cooperation Grants Fund.

The workshop was attended by about 30 participants from all 11 partner organizations from Romania, Northern Macedonia, Lithuania, Hungary, Bulgaria, Albania, Slovakia, Bosnia and Herzegovina, Turkey, Ukraine, Belgium and the Czech Republic.

The first day of the workshop focused on presentation skills, where we gained many new tips and tricks on how to best promote our work for Roma inclusion and the fight against anti-Gypsy, with our expert Dimitrij Mihajlovski.

The second day, November 25, was a day for communication and presentation skills training. With the help of the journalist Sunai Sabrioski participants have a chance to improve their communication skills – returning to the basics and understanding the key elements, understanding the importance maintaining an effective article / speech / exercise.

On the third day a meeting was held between the partner organizations where they exchanged views on how to use the previously acquired communication and presentation skills, as well as on the future plans provided by each partner organization for the realization of the project.
