The project will include a “Summer Academy” for young Roma as well as the kick-off of the campaign through a participatory planning process, a high-level event in Brussels and online campaign activities.

Racism against Roma – antigypsyism – is the ultimate obstacle to achieving racial equity across Europe, included in Central Europe and the Western Balkans where the majority of Roma live. The Roma are Europe’s biggest ethnic minority with a population of approximately 12 million people. While they have been living in Europe for more than one thousand years, in some countries up to half of the population does not want to have Roma neighbours. 80% of Roma are at risk of poverty, every third Roma child lives in a household where someone went to bed hungry in the previous month; 50% of Roma between 6 and 24 don‘t attend school and only 43% of Roma are in paid employment (data of EU Fundamental Rights Agency). Roma do not have the same access to healthcare, lower life expectancy, are more likely to fall victim to police brutality, hate speech and racially motivated crimes and suffer under environmental injustice. Historic injustices such as slavery, the Roma Holocaust and century old racist narratives that these crimes were based on have not been sufficiently addressed and reconciliation has not taken place. Current programmes focus almost entirely on social issues and support Roma to “fit in” by improving their education and employability. Almost no progress has been reported in the last 20 years, because the underlying reason for social exclusion – structural racism – is rarely addressed. Roma are fundamentally disempowered by racist political, economic and social systems and their living situation will only improve once majority society changes its views on Roma.

The European Roma Grassroots Organisations Network with its member organisations in Central Europe and the Western Balkans want to address this situation by developing a large-scale campaign called “Decade to counter antigypsyism” targeting the general public, which will raise awareness of antigypsyism and contribute to changing attitudes towards Roma in majority society. The campaign will provide relevant, truthful and awareness-raising information about Roma through a variety of means, ranging from social media to in-person campaign events, educational activities and working with traditional media. The campaign will have the same time frame as the new EU Roma Strategic Framework for Equality, Inclusion and Participation up to 2030. Young Roma play a crucial role in combatting antigypsyism – they constitute the biggest age group among Roma, are the most creative, educated and with the widest outreach through the use of social media. Many young Roma are already active in grassroots civil society organisations in order to support their communities. They will therefore play a crucial role in the decade to counter antigypsyism by shaping the campaign and reaching out to their non-Roma peers. To support them in doing so, the project partners will empower young Roma as change-makers through capacity-building activities, starting with a first Summer Academy on combating antigypsyism in 2022. – 20 young Roma trained to recognise the different manifestations of antigypsyism and empowered to develop strategies to combat antigypsyism, and supported by mentors in national organisations.

– 8 local campaign activities to counter antigypsyism developed and implemented by the 20 Academy participants that will raise awareness of non-Roma young people of antigypsyism.

– Campaign consortium of (pro-)Roma civil society organisations established.

– Campaign plan established for the “Decade to counter antigypsyism” through a participatory planning process with project partners and other (pro)Roma civil society organisations.

– Social media launch of the “Decade to counter antigypsyism” on European level and in the 8 partner countries, giving visibility and creating interest.
