Roma get mentioned in slightly more Country Reports in 2024, but only Slovakia's Country-Specific Recommendations actually name them, and antigypsyism appears nowhere across all 27 that's the core critique in ERGO Network's review of the 2024 Spring Package. It argues the few references that exist are narrowly framed around labour shortages rather than a rights-based approach, and calls for the Roma to be explicitly named and civil society properly involved if EU funds are to actually reach them.

Employment
Most Roma remain shut out of formal employment, and those who do work face low pay, insecure contracts, and pervasive antigypsyism — that's the core finding of ERGO Network's 2024 synthesis report, drawing on case studies from six countries. It calls for stronger active-inclusion support, enforced job-quality standards, and investment in Roma social entrepreneurship.

ERGO Network reviews the European Commission's report on access to essential services, welcoming its focus on affordability, poor coverage, and digital exclusion for Roma, but criticizing its near-total silence on antigypsyism and intersectional discrimination as barriers. It calls for the upcoming EU Anti-Poverty Strategy to explicitly name and prioritize Roma, backed by Roma mediators, anti-bias training, and full civil society participation.

ERGO Network's response critiques the Commission's Competitiveness Compass for sidelining social policy and dropping any mention of Roma, poverty, or discrimination in favor of pure economic competitiveness. It welcomes the draft Joint Employment Report's multiple Roma references, but flags the total absence of health, housing, antigypsyism, and civil society dialogue across both documents.

This is ERGO Network's policy paper on the EU's next long-term budget (MFF 2028–2034), warning that the Commission's proposal drops binding partnership rules and never names Roma explicitly, risking their exclusion from funding. It calls for restoring Roma civil society's legal seat at the table and ring-fencing the budget's social spending target for Roma-specific needs.

Education
This ERGO Network report examines Roma access to education, training, and lifelong learning in Bulgaria, Czech Republic, Hungary, Romania, Slovakia, and Spain (with benchmarking from Ireland and Sweden), based on national case studies gathered in 2025. It finds persistently low educational attainment across the lifecycle, driven by financial and non-financial barriers, segregation, antigypsyism, underused mediators, and near-absent Romani language and history in curricula.

Civil society space
The report is ERGO Network's mid-term civil society assessment of how EU and Enlargement countries are implementing their National Roma Strategic Frameworks (2021–2025). It finds that policy structures exist on paper, but real progress on antigypsyism, poverty, education, and housing remains weak, and calls for stronger funding, enforcement, and genuine Roma participation through 2030.
