Roma participation in Community-Led Local Development

Community-Led Local Development (CLLD) is an initiative for involving citizens at local level in developing responses to today’s social, environmental and economic challenges, and a promising tool for investing in Roma inclusion. The European Commission expects CLLD to facilitate implementing integrated approaches among the European Structural and Investment Funds (ESI Funds) to achieve the 11 thematic objectives set out in the Common Provision Regulation (CPR) at local level. It aims to give ownership to beneficiaries, with a special focus on marginalized communities, through capacity building, empowerment, full transparency, and sharing of the decision-making power. The Commission encourages the use of CLLD to allow local communities to take ownership of the targets of the Europe 2020 Strategy.

ERGO members conducted research in four key countries (Bulgaria, the Czech Republic, Hungary, and Romania), aimed at assessing the extent to which Roma inclusion was mainstreamed throughout the CLLD processes, in what concerns both the content of the activities, as well as stakeholder involvement. The research was funded through the International Visegrad Fund.
This research was aimed at ensuring increased awareness of the CLLD process, leading to more Roma NGOs taking part in CLLD. Another aim was that CLLD, as a good practice tool, would be continued after 2020, with 10% of EU funds being distributed according to CLLD principles.

Monitoring Roma inclusion in Community-Led Local Development (CLLD) in Bulgaria

The purpose of this study is to track the implementation of the CLLD strategies in 4 LAG territories. The study is conducted in two directions. On the one hand, to monitor the overall implementation of strategies, difficulties encountered, causes of delay, threats, and more. On the other hand, to assess their immediate impact on the Roma and other vulnerable groups living in the territory of LAG.

ERGO Network is contracting an expert on Community-Led Local Development and Roma inclusion to coordinate part of our work programme on CLLD in 2018

Role of the expert

We are searching for an expert to coordinate ERGO Network’s capacity-building and advocacy work on Roma inclusion in the CLLD in 2018, which is part of our Annual Work Programme ‘Roma Included in Social Europe’ funded by DG Employment.

2018 is a crucial year for CLLD in Europe, as important steps are taken on EU and Member State level for the new programming period 2020-2027 and the Urban CLLD is expanded. The expert is expected to support ERGO and its member organisations in Hungary, Czech Republic, Slovakia, Bulgaria and Romania in their capacity-building and advocacy work and to build on the experiences and achievements of the network in the area of CLLD from the past years.

Specifically, the expert is expected to:

  • Develop stage 3 and 4 of ERGO Network’s CLLD Quality Audit on Roma participation and implementation, coach members in using it, collect results and preparing the synthesis report
  • Develop stage 1 and 2 of a CLLD Quality Audit for the Urban CLLD
  • Develop a capacity-building trajectory for Roma NGOs and LAGs on Roma inclusion in the Urban CLLD
  • Support ERGO Network in setting up an EU advocacy strategy to ensure the next programming period includes Roma experiences in the CLLD.

Profile:

  • Excellent knowledge of Community-led Local Development in rural and urban settings and in the contexts of Romania, Bulgaria, Hungary, Czech Republic and Slovakia
  • Expertise on Roma issues and policies on European Union and member state level
  • Experience working with civil society organisations in the fields of advocacy and capacity-building
  • Good contacts with relevant stakeholders, such as Federations of LAGs, Rural Development Network, DG Regio
  • Good writing and analytical skills and ability to concisely summarise results for different audiences
  • Ability to work independently and at the same time coordinate regularly with the ERGO team and the member organisations

Conditions

Contract and budget: The expert will be subcontracted to fulfil part of the work programme in the Framework Partnership Agreement between ERGO Network and DG Employment. The expert has no rights vis-à-vis the European Commission.

The expert shall be paid for the execution of the activities and services a fee of maximum 5,800 EUR, all taxes and VAT included.

Roma Regional Meeting on Roma community development in Romania

Nevo Parudimos, as a member of ERGO Network, organized a working meeting on the 14th of September in Timisoara on the theme of „Local Development Strategies and the role of Roma NGO’s in their implementation”.At the meeting participated Roma NGO’s from 3 counties of the Western Region of Romania (8 representatives). They expressed their interest in collaborating with the Local Action Groups (LAGs) management team in order to apply for the calls on the Strategies’ social measures targeting the Roma communities. They underlined the need for special training in order to be able to apply for LAGs call and to be built their capacity of implementing these projects as the need for active measures is well-known and could be a priority in certain situations. The Comunity Local Led Development  process was explained by the Nevo Parudioms’team and the LAG’s activity within their area of interest (the LAGs where the Roma NGO’s have their activity).

The participants’ NGOs  have also shown  their interest and commitment to attend and be involved within  Roma Forum platform and activities.
