Strengthening Roma participation under the 2020 EU Roma Strategic Framework

Strengthening Roma participation under the 2020 EU Strategic Framework for Roma Equality, Inclusion and participation and NRIS

Article 11 of the Treaty of the European Union (TEU) specifies that EU institutions “shall, by appropriate means, give citizens and representative associations the opportunity to make known and publicly exchange their views in all areas of Union action” and “shall maintain an open, transparent and regular dialogue with representative associations and civil society”.

The right to participation in public affairs is also recognised in Article 25 of the International Covenant on Civil and Political Rights and was recently reaffirmed in the Council of Europe Guidelines for civil participation in political decision-making, as adopted in September 2017 by the Committee of Ministers. One of its components is civil participation, which the guidelines define as “the engagement of individuals, NGOs and civil society at large in decision-making processes by public authorities”.

MAINSTREAMING EMPOWERMENT OF ROMA GRASSROOTS WOMEN

MAINSTREAMING EMPOWERMENT OF ROMA GRASSROOTS WOMEN

The Roma movement is mainly male-dominated: the voice of women is not often heard. The reasons for this are multiple and interrelated. For instance: women’s status in their communities often does not allow them to speak out publicly and their level of education is lower than that of men. In fact, they face double discrimination: they are a marginalised group compared to both mainstream society and Roma men

MESSAGES COMING FROM THE PUBLIC EVENT ‘COUNTERING SHRINKING SPACE FOR ROMA CIVIL SOCIETY’

MESSAGES COMING FROM THE PUBLIC EVENT
‘COUNTERING SHRINKING SPACE FOR ROMA CIVIL SOCIETY’

On 29 November 2016, ERGO network organised a public event to discuss
the ‘Shrinking space of Roma civil society’ which was co-hosted by MEPs
Terry Reintke (Greens/EFA) and Tomáš Zdechovský (EPP). Over 80 people
participated in the meeting. One of the conclusions is that there is a squeeze on available funding for work that is not strictly oriented to the provision of social services: advocacy, watchdog work, civil monitoring, community empowerment and activism. That shrinking space of civil society is a trend in Europe, but hits hard on Roma organisations, as they are scarcely equipped and often struggling for survival
